MIPD Proposes Faster Action on Sick Projects, Cutting Delay to 30 Days

SPAOH: The Ministry of Infrastructure and Port Development (MIPD) is considering reducing the classification period for sick projects from 100 days to just 30 days. This move aims to enhance efficiency in project implementation and prevent unnecessary delays.

Sarawak Deputy Premier and MIPD Minister, Datuk Amar Douglas Uggah Embas, stated that under the current Public Works Department (JKR) regulation, action can only be taken if a project remains inactive for 100 days. However, the ministry believes this period is too long and is working towards shortening it.

“We have discussed this issue and felt that 100 days is excessive. We are now looking into reducing it to just 30 days,” he told reporters after officiating two earth-breaking ceremonies for road upgrades in Spaoh.

The projects include the RM16 million Mara/Selangking/Ng Sela/Tanjung Paoh Road and the RM20 million Spaoh spur road. Datuk Amar Douglas Uggah emphasised that if a contractor fails to show active progress within 30 days, it is a clear indication of their inability to complete the project.

“In such cases, JKR can make a termination decision. Early intervention will save time and ensure projects are completed on schedule. Our responsibility is to see that all projects meet their deadlines and objectives,” he added.

He also urged contractors to fulfil their obligations efficiently, ensuring timely completion and adherence to specifications. Timely execution of projects, he noted, will stimulate local economic growth through spin-off effects.

Additionally, he highlighted the increasing number of projects requiring implementation, upgrades, and maintenance, stressing that JKR needs to strengthen its workforce.

“JKR needs 414 new officers. Last year, we managed to recruit 60, and we aim to hire the remaining 354 this year,” he said.

Datuk Amar Douglas Uggah further mentioned that Sarawak’s Premier has indicated a potential increase in the state budget to RM20 billion in the future. With such a large budget, JKR must enhance its capacity to manage and execute projects effectively.
